I'd like to put our village board members to a test.

As a citizen of our village, I want to submit a proposal for an indoor coffee patio, mainly to be used by our senior citizens at the basement level of our library building that would remove the three upholstered pieces and include about twice that area for the purpose proposed..

This would consist of four outdoor-like patio tables with umbrellas and chairs and small cabinet to contain china and supplies for serving, coffee, tea and juices. All financed by outside sources.

All that would be required would be the delivery and placement of this equipment and a sign descretly indicating the purpose of the facilities. 

I would be representing 10 senior citizens who will take the responsibility for the operation of this facility and financing and set-up once it got Village Board approval.

Here is the test: (one or more board members might want to participate, a "consensus" would be better).

What are three overall steps that would be required of me by the Village Board to "accomplish this mission?"
