&lt;p&gt;The answer is no, what 11.48.020(A) does is provide an exception to more than one person on a bike with a properly installed infant bike carrier / seat. It does not make anything moot.&lt;/p&gt;

&lt;p&gt;Wauwatosa Ordinance 11.48.020(A) excerpt states it is unlawful for any person who propels or operates a bicycle on any street or alley in the City of Wauwatosa to carry or permit to be carried any other person upon such bicycle except a bicycle built for the operation of two or more passengers and having two or more sets of pedals.&lt;/p&gt;

&lt;p&gt;Never ride without a helmet and bike gloves.&lt;/p&gt;
